AIGETOA Kerala was invited for a key meeting with the respected Chief General Manager Telecom, BSNL Kerala Circle, Sri Saji Kumar Sir, to deliberate further on the proposed restructuring of work profiles under the 3-Tier system. The meeting was scheduled based on our association’s convenience to ensure physical presence and effective participation.
AIGETOA had attended a meeting held on 12.06.2025 as per the request from Circle Management , where Sr. GM HR/Admin, O/o CGMT BSNL Kerala had shared preliminary inputs and actively sought feedback from AIGETOA Kerala on the restructuring proposal.

AIGETOA Kerala clearly conveyed the apprehensions and concerns received from various districts regarding the proposed restructuring. We firmly reiterated that any implementation must strictly align with existing rules and guidelines issued by the BSNL Corporate Office.
We expressed our unwavering support for initiatives that benefit employees and the organization. At the same time, we assured that any deviations or issues impacting employee welfare will be immediately brought to the management’s attention for corrective action.
CGMT elaborated on the intent behind the restructuring, clarifying that it is aimed at improving productivity and streamlining the reporting hierarchy, utilizing the existing workforce efficiently. The following key points were assured:
No hardships will be caused to any working employee as a result of the restructuring.
Uniform implementation will be ensured across the Circle, considering the BA count with AGM+ and DGM(LA) wherever available (below or above 20 cases).
Leave mapping will be done only to the next higher Tier.
IPMS/APAR reporting will be structured methodically in coordination with the Corporate Office.
Suggestions by AIGETOA Kerala
We strongly insisted that the restructuring should not hamper promotional prospects in any manner. In fact, promotional vacancies should be increased appropriately at each level.
CGMT clarified that the 3-Tier structure is solely intended for functional cluster-level coordination and will not interfere with promotional hierarchies.
We suggested for clearly defined Standard Operating Procedures (SOPs) and well-defined role bifurcations for each Tier, which CGMT assured will be provided.
Additional Concerns Raised
The urgent need for maintenance of rooms and washrooms at RTTC Thiruvananthapuram was brought up. Similarly the issue of roof leaking and water seepage at Omcr Panampilly Nagar was also discussed. CGMT gave an immediate assurance of necessary action.
Other pending matters requiring CGMT’s intervention were also highlighted. The CGMT gave a patient hearing and assured resolution.
AIGETOA Kerala appreciates the positive, open-minded approach taken by CGMT and Sr. GM (HR/Admin) in addressing the concerns raised. The meeting, which lasted nearly an hour, was conducted in a constructive and collaborative atmosphere , showcasing mutual respect and commitment to organizational improvement. We remain committed to safeguarding the interests of employees and will continue to be a proactive stakeholder in all key policy discussions that shape the future of BSNL.

AIGETOA Kerala has deferred the organizational protest program, based on the positive gesture and assurances ( including through published minutes with time lines) from BSNL Kerala Circle management in the meeting on 08-05-2025.

The minutes itself is self explanatory and as informed by AIGETOA earlier, the decisions from BSNL Kerala Circle Management with regard to the raised matters by AIGETOA is clearly marked. Accordingly as per request from BSNL circle Management about the ongoing agitation program, an emergency Circle Executive Meeting will be held and discuss / decide on the appeal from Management.
The clear decisions on pending inter BA OTP Transfers, pending Rule_8 orders, LICE JTO requested BA postings, redreessal and stoppage of harassment on lady executives, 4G rollout issues, matter of awarding ineligible special CLs, EPF cell strengthening, functioning of Welfare boards, consideration of NEPP fixation matters etc are marked with definite time period in the minutes.
The need of PGMs/GMs in Kerala Circle, the communication is given with AIGETOA Kerala and the same shall be taken up by the association at Corporate office level through our CHQ team also.
A meeting was held with AIGETOA Kerala team with BSNL Kerala Circle Management on the backdrops of agitation notice served earlier in carious pending concerns of BSNL and its employees.
The meeting started at 10:30 AM on 08/05/2025 at conference hall, BSNL Cire office Thiruvananthapuram.
The pressing concerns of pending OTP Transfers, Rule_8 orders, LICE JTO requested BA postings, redreessal and stoppage of harassment on lady executives, 4G rollout issues, matter of awarding ineligible special CLs, EPF cell strengthening, functioning of Welfare boards, consideration of NEPP fixation matters etc discussed in detail.
Concrete assurance with time frame receieved from management and informed that minutes will be issued soon.

The inauguration of the new office for Kannur BA was held on May 5, 2025. The ceremony was graced by Shri Ansal Mohammed CH, AGS CHQ, who officially inaugurated the new premises.
The event commenced with a warm welcome by Shri Riyas K, District Secretary, Kannur, and was presided over by Shri Firas T Abdulla, District President.
Shri Muhammadali MC, Circle President, and Shri Abdul Basith PK, Assistant Circle Secretary, delivered congratulatory addresses, appreciating the efforts behind the establishment of the new office and encouraging continued unity and dedication among the members.
A large number of AIGETOA Kannur members attended the function, marking the occasion with enthusiasm and solidarity.
The ceremony concluded with a heartfelt vote of thanks delivered by Shri Priyadarsan K, District Finance Secretary.

The association had taken genuine matters which needed immediate attention from CGMT BSNL.
