It has been noticed in some association/union's kerala website, a news uploaded regarding the submission of a ‘Letter Issued by a Group of Associations/Unions to Dir (CFA) i.r.o wage hike to Casual Contract Labourers’ is totally baseless and forged.
Such shameful actions are clearly a violation of the trade union ethics. This is only seen as another attempt to DEFAME other associations/unions with an ulterior motive to deviate from the real issues.
Query has been raised from the branch units of AIGETOA regarding stand of AIGETOA on becoming the part of forum on Subsidiary Tower Company and PLI issue. On the issue of Subsidiary Tower Company AIGETOA CHQ has already clarified it’s stand in past. On PLI issue it is clarified that as per the provision of 2nd PRC, PLI is part of the parks & Allowance within limit of 50 % of the Basic Pay which comes at third stage after retirement benefits of the employees. Payment of parks and allowance before paying superannuation benefits of direct recruits is against the provision of the DPE recommendations. BSNL has already extended some part of perks & allowances and now paying PLI before extending superannuation benefits in totality will be gross injustice to direct recruits of BSNL. This association has already written letter to CMD in past to stop the perks & allowances being already paid and extend superannuation benefits in totality to direct recruits employees if at all there is any financial constraints.
It will be highly unjustified on the part of forum to demand PLI before implementation of superannuation benefits of direct recruit employees in totality. AIGETOA is not at all supporting this stand of forum either morally or physically to demand PLI before implementation of superannuation benefits in totality. Forum has taken the issue of superannuation benefit then and there but seems that it was just a matter of formality. AIGETOA request forum to recognize the situation of BSNL recruited employees after their retirement who are not covered under government pensionary benefits like absorbed employees but being paid less salary than MTNL in the name of paying pension. Instead of demanding the perks & allowance forum must seriously concentrate on implementation of superannuation benefits of direct recruits in totality which is not to buy the crackers on Dashara and Diwali like PLI but to serve the very basic purpose of social security.

Annual general body meeting of AIGETOA Thrissur unit held on 29/09/2015 at Hotel Casino, Thrissur
Honourable PGMT of BSNL Thrissur SSA, Sri S.S.Thampi sir was the chief guest of the function. Sri. P. Suresh, DGM (Admin) Thrissur, Sri C. Rajesh, AIGETOA Circle President and Sri. T. Haridasan, AIGETOA Asst. Circle Secretary and Sri. Saheer .S Assistant Circle Secretary attended the meeting. Majority of members of AIGETOA Thrissur SSA participated in the meeting. The meeting was preceded by lunch at 1.30 PM.
The meeting began with silent prayer at 2.15 PM.Sri Jayadevan C. V. District President presided over the meeting. PGMT Sri. S.S. Thampi sir inaugurated the meeting and shared his opinions about the present situation of the BSNL. After the inaugural address, Sri. P. Suresh, DGM (Admin) delivered a felicitation speech. AIGETOA Circle president Sri. C. Rajesh addressed the gathering and spoke about the various issues regarding the pay, pension benefits and career progression of DR executives. Sri. Shahin K.A., District Vice President delivered the vote of thanks and the first session ended.
In the second session, Sri. Amrit Aravind, District Secretary presented the annual report of Thrissur SSA body. Sri Chandrakumar O.B. DFS presented a detailed financial report. This was followed by an interactive session regarding different organisational matters. The Circle President Sri.Rajesh and Assistant Circle Secretary Sri. Haridasan clearly explained various organisational issues to the members. The overall commitment, dedication and the unity towards AIGETOA from the members of Thrissur Unit is reflected by their active participation in the entire session.
After the interactive session, some changes were made in the existing executive committee and new office bearers were elected .
The meeting concluded at 5.45 PM with vote of thanks by District Secretary.
Joint committee recommendations on implementation of CPSE cadre hierarchy in BSNL to streamline the promotional avenue of executives which is presently at stand still due to thousands of litigation on seniority issues, has finally signed by the committee members, of course with the dissent note of two members who are master in lingering and criticizing the decisions sitting on the decision taking chair. They have not only given dissent note but raised various hypothetical questions on the recommendations of the joint committee signed by the majority of the members. This association is highly thankful to our Chairman of the committee Sh Mohd. Ashraf Khan for taking bold and much required decision in the best interest of the company as well as executives. This issue was studied and highlighted only by AIGETOA but we extend heartiest gratitude to all executives association for recognizing and supporting this very basic demand of AIGETOA.
After going through the longer dissent note of the GM (Establishment) than the actual recommendations any one can realize her lack of knowledge about the field working of the BSNL and her negative approach towards the career of internal executives of BSNL. It may be because she had never worked in field and she is still living in DOT era where only ITS officers are recognized as owner of the company and JTO was Group-C. As per her dissent note one JTO working on E4 cannot handle the responsibility of AGM without soldering the role and responsibility of SDE, Sr.SDE. she must know that the JTO who is working on E4 has worked about 15-16 years out of which he has actually worked more than 10 years as SDE or Sr. SDE in field and also sometimes DE/AGM in the name look after, officiating or on any other compulsion. Moreover in present scenario there is no difference in working of JTO, SDE and Sr. SDE in field. If one JTO will confine his working at the level of JTO only, complete working of BSNL will collapse just within month. She is one among who is very much advocating the external recruitment in the name of MT and DGM. As per her opinion one external candidates with 12 years of post qualification experience in any field and at any level having no idea of BSNL and have never worked at the level of JTO, SDE , Sr. SDE and DE/AGM in BSNL, can well work in BSNL as DGM but one JTO of BSNL who has worked at all the level and in all the field of telecom cannot work as AGM. This completely shows her lack of knowledge in field working and negative approach towards the career of internal executives.
She also pointed out that if this policy is implemented performance orientation in the company will be compromised. We can only pray for madam to “Get well soon” if she believes that existing promotion of executives are based on performance and talent and executives are getting functional promotion on account of their performance and talent in BSNL.
She has also pointed out that existing promotion policy where one JTO remain JTO for more than 20 years is time tested hierarchy to meet the BSNL requirement and if recommendations are accepted one JTO will be promoted to SDE just in 5 years and there will become zero JTO in next five years. She must have realized the fact that BSNL has recruited professionally qualified executives at JTO/JAO not the bounded laborer. Feeder level post is not filled by stopping the promotion but it is filled by making regular induction. Every executive have the right of promotion to next grade at par with similarly placed CPSEs so that their social parity can be maintained and to attract the loyalty. Existing promotion policy of BSNL is not time tested but has become complete outdated 15 years before on the day of formation of CPSE. As per her mentioning she has studied the various HR policies of different CPSE, it would have been better if she had named one CPSE where direct recruits executives are not promoted to next grade just in 3-4 years. DOP&T said one candidates having diploma cannot become Engineer before 10 years of service but she is pleased to propose TTA (Diploma at NE9) to be promoted to JTO ( Engineer at E2) just in five years i.e. one non-executives (diploma qualification) virtually got one promotion to JTO (Engineering Graduate) but he actually get five promotion just in five years as he jumped E10, E11, E0 and E1 pay scale but she proposed one JTO (E2) to SDE (E3) promotion in 12 years and then in 10 years.
She has no objection if all ADET (now proposed MT) recruited at E3 level will cross the outer wall of pay scale i.e. E9 before his retirement but she is unable to digest if one JTO/JAO recruited at E2 level will reach to E5 level. She has advocated the LICE as a tool to measure the talent but rejected the actual performance in field which can be measured through APAR only. Instead of advocating LICE/LDCE she should have advocated the monitoring of APAR w.r.t. actual performance of the executives in field rather forcing the executives to show their performance on paper. We know various such JTO who could not qualify the LDCE just because they are performing in field and many such JTO have qualified the LDCE just because they don’t perform in field but have sufficient time to study.
All CPSE of the country promote their all direct recruits executives functionally at least up to E7 level irrespective of their performance and some good performer will reach up to E9 scale and Directors but here she has proposed that most of the direct recruits executives must get retire at the level AGM (E4) and some can reach up to Directors by passing the exams based on academic syllabus. She must know that executives are working more than 20 years on single post not because of their performance and talent but because of complete HR failure for which she is one of the responsible officers.
There is no doubt when one outdated promotion policy will be replaced belated by new one there will be number of issues but all such issues will be resolved over the time. Does it mean we should live in outdated era? What we can say that the person who is sitting on the chair of decision making must take decision and must be confident enough to handle the consequences rather she stop the decision in the fear of consequences. Our CMD and Director (HR) must ensure that any person who is sitting specially on such chairs must belong to BSNL and must have worked at least 15-20 years in filed so that informed and unbiased decision can be expected in the best interest of the company.
As assured by Director (HR) and CMD BSNL meeting was held at BSNL CO on 23-09-2015 on DGM recruitment issue, The meeting was chaired by Director (HR) and was attended by Shri Ravi Shil Verma, President AIGETOA and Shri Amit Roy, AGS AIGETOA along with GS AIBSNLEA Shri Prahlad Rai, Finance Secretary AIBSNLEA Shri T. C. Jain from forum side and GM (Admin), GM (Estt), Addl. GM (SR) and other officers from Personnel cell also attended the meeting to discuss the issues pertaining to stopping of ongoing recruitment of DGMs.
Director (HR) categorically stated that some vital steps have been lapsed by recruitment wing in handling the recruitment process of DGMs and the issue of RRs not coming favorably for internal candidates needs to be thoroughly examined. She informed that CMD BSNL has felt the need for getting into the details of the recruitment. She also informed that on the instructions of CMD BSNL, she has instructed Recruitment Cell to put on hold the complete recruitment process of DGMs till further orders which included not declaring the results of Interviews also. CMD BSNL has desired to get into the details of the complete recruitment process of DGMs on the concern raised by the association and accordingly a self-explanatory note shall be presented to CMD giving details of the circumstances under which DGM RR was framed, the amendments which are required for addressing the concern of the internal candidates and other details. She further told since GM (Pers) is on leave and she herself shall be out of country for one week, so a meeting will be held with forum on the second week of October to discuss the way forward on the issue.
She further advised restraint on the part of associations in the meetings to discuss the matter in cordial environment and assured that issues shall be given due hearing and justice will prevail. Association side assured full cooperation in this regard.
Apart from DGM issue and other issues pertaining to AIBSNLEA, TTA to JTO (Direct) quota pay fixation case was also discussed. Forum pleaded with Director (HR) to allow option to exercise on promotion to the JTOs recruited under direct quota after technical resignation from TTA cadre as per DoPT guidelines and other PSUs HR policies on the matter. Director (HR) Directed GM (Estt) to examine the case in detail as per the documents submitted by the association side.
Shri.M.S.S.RAO will continue as CGMT KERALA as ordered by Hon. High Court of Kerala.

For payment of EPF for pre-induction training period of BSNL recruited employees, as a one time measure the employee's share of EPF contribution will be borne by BSNL and no deduction on this account shall be deducted from the salary of the employees.
Today out from the blue, an executive association (who always plays double standards) utters ‘’Shame on you’ the famous sentence, uttered by the Hero In movies !!
AIGETOA-Kerala has always stood for the best for BSNL, Kerala and never sponsored substandard activities whatsoever.
Some facts we should know:
1. The actual turbulence started in Kerala Circle in the year 2014 April- May due to acts of the ‘so called self proclaimed association’s‘ activities, When CGMT Kerala opposed the unethical / illogical requests on transfers .
2. The CS of the said association’s meeting with CGM, didn’t yield any results on transfer issues ( of which earlier they got it done mainly at the cost of DRs )
3. The so called flimsy / non supportive allegations against the CGMT were projected only almost One and half years after he took charge ( He joined on 17-12-2012 ) and up to April-2014 those ‘Saviours ’ didn’t utter a word about such allegations . If they were well aware of all such things much earlier, why such a deep silence??????????
4. When corporate office learnt the story behind the drama, the said association had to back track after ransacking / tarnishing BSNL image in public through “news published continuously in leading news papers” How????? Why?????, for over two months and had to eventually stop their acts as nobody supported them. Through this who got benefitted???
5. Now in the name of legitimate issue of Contract Labourers, these ‘Saviours’ tried to hijack the drama as they sniffed that there is a chance of making chaos and turbulence, which could be used to their advantage, played their cards well , which is the root cause of present situation in BSNL Kerala.
6. In All India/ circle level many issues were taken under the umbrella of JAC. But such initiatives were not found in this regard. This itself shows the hidden agenda of the said association.
AIGETOA Kerala re-iterates that
“We the Direct Recruit Officers are not against any one and also we are not blindly favouring any one; but we will stand by the Truth, Justice & Transparency –well being of BSNL & Our members despite all odds.”
Some Questions un-answered
Are they not ashamed of….
1. Forcefully closing CSCs, affecting business and operations; tarnishing the image of BSNL publicly by the acts and deeds of them??
2. When some group went amuck, disturbing the day to day functions of BSNL and humiliated a lady colleague with third rate language, gestures and behaving inhumanly .A pity and sad incident never heard in the history of BSNL, Kerala.Are you not ashamed of this..?? The said association may ponder over this.
3. By not declaring a strike, calling it as non-cooperation and amassing the salary for the days they were literally absent from the work/office.
4. For hijacking the rightful struggle of casual labourers and using it to their advantage, Eventually leaving them high and dry with their wages deducted for absent from work and saving their own **** *
5. For making BSNL’s image the worst by news published frequently for over two months in leading dailies for the sheer issue of transfer orders received by some of the ‘immovable idols’ of them.
6. Playing all dual games with workers & executives, there by responsible for the current state of affairs .
7. Helping the private operators ( who started their 4G operations / due for 4G Service in large scale in Kerala ) by making turbulence and tarnishing BSNL image frequently to pave a smooth way for our competitors.
Few Disturbing thoughts….
1. A lady officer was humiliated in front of Officers in the ranks similar to State Secretary and Group-A Officers, The highest authority himself lodged a complaint at the highest ranks of Police, and Govt. authorities.
2. Any action on the complaint still hasn’t happened.
3. Is it not a deeply shocking incident, when someone is taking law into their hand and forcing ‘their rights’ on others.
4. This is to be analysed in lines of recent activities reported in the name of ‘moral police’ and other social/ religious misfits.
5. It is equally disturbing that, the so called highly educated Kerala fraternity; the subordinates/citizens/media are keeping mum on this highly condemnable act.
6. It’s only hoped that, the association may find some matured, rational ways to go forward.
In this competitive era, when every day / every customer is invaluable and these people are eating / weeding out our bread and butter; questioning each and every executive’s freedom of speech & expression within company interests.
As the company is passing through a difficult time and welfare of employees are fully depended on the revival /uplift of our beloved company. On one side the said association is boasting the same by pretending to be the godfather’s of all but on the other side they are completely paralysing the whole system for satisfying their mere EGO at the cost of our beloved company.
Their true colours came in to light when we DRs were fighting for our entitlement.
It is high time for DRs to be alert, realise the fact and rise to the occasion.
Recruitment of DGM from among the external candidates having Engineering Degree (60%) and post qualification experience with minimum 5 years in a company having turnover of Rs 100 Cr but denying the internal executives having Engineering Degree (up to 80%) along with additional qualification of MTech/MBA and experience more than 12 years in BSNL itself having turnover more than RS 27000 Cr is not at all justified. Even a layman can realize this fact.
As per our analysis and information received through internal sources, more than 750 internal candidates have passed the written exam of DGM without any preparation and hardly 2-3 candidates from external are in top 100. Denying the internal talent and recruiting inferior DGM from among external candidates is nothing but simply a scam on cost of our career and compromising the interest of the company. We are not only the employee of this company but also a stake holder. This company is made with the taxes of the public which includes our parents also. Nobody is having authority to employ the officers as per his whims and fancy. There must be parity in eligibility and open competition. Candidates securing higher merit must be given appointment. Internal candidates are always given preference but here in BSNL internal candidates are kept out from the race for DGM recruitment. This is nothing but simply abuse to our qualification, talent and experience.
Although, this decision was taken by the earlier board and our present CMD and Director (HR) both have assured to take final call which shall be fair and just. Meeting on this issue is scheduled on 23-09-2015 with Director (HR) where we expect the decision to scrap this discriminatory DGM recruitment which is filled with vested interest and chance of corruption.
Meanwhile this association requests every executive who have appeared in the DGM exam held on 20-10-2013 to please represent against this DGM recruitment once again to secure our legal right. this association also request to members to please explore the possibility of legal remedy in line of this representation to take stay on DGM appointment. Joint Committee recommendation on CPSE cadre hierarchy and uniform first time bound promotion is finalized on 11-09-2015 and signed by all the associations. As per the recommendations eligibility for all the promotions from one grade to another grade from JTO/JAO onwards will be uniform five years up to DGM on functional basis irrespective of vacancies and after achieving the bench marks and then DGM to SG-JAG time bound upgrdation will be given to those who are not able to get further promotion due to constraints of vacancies. However charge of DGM will be given up to the number of vacancies available in DGM cadre and rest of the executives will be treated DGM in parking lot i.e. they will get the charge of DGM as and when vacancy created without conducting further DPC. To resolve the past anomaly of first time bound upgradtion it is recommended that first promotion will be uniform in 5 years and same will be review notionally without affecting the financial benefits of those who have already got in 4 years. All the association have tried their level best to make eligibility of 4 years for first promotion but Chairman of the committee clearly conveyed that two member of this committee have already given their decent note and CMD has clearly conveyed that on implementation of CPSE cadre hierarchy there should not be any financial implication on company for getting approval from BSNL board. If committee will recommend in 4 years there is high risk that Management Committee itself will drop the recommendations on account of financial implication. This is not the best career policy as per our expectation but still much-much better than existing policy therefore we all should welcome this policy at this point of time and extend heartiest thanks to Chairman of the committee for moving towards resolution of this long pending issue. True copy of recommendations will be uploaded on website after getting signed from two more committee members who have given decent note which is expected on Monday.
