"Lunch Hour Demonstration" held today by United Forum (AIGETOA, AIBSNLEA & SNEA) was a Grand Success.
Congratulations! In the case filed by AIGETOA at Hon'ble CAT Chandigarh, The court has pronounced Final Judgment and has directed DoT to issue presidential orders for replacement of Pay Scales of E1A and E2A with Standard Pay Scales within two months and payment of arrears w.e.f. 01.01.2007 within three months.
Since Board has already approved standard pay scales of E2 and E3 and has sent the proposal to DoT for issuance of Presidential Orders, now BSNL is not in a position to challenge these orders Hon'ble CAT Chandigarh and DoT does not have any other option then to approve E2 and E3 in place of E1A and E2A. Therefore extension of E2 and E3 is almost a certainty now.
Friends strategy of AIGETOA to follow a multidimensional approach where one side we were pursuing at Court to get justice and on the other side pursuing BSNL Board to send the final proposal to DoT for replacement of scales have worked, now it becomes our responsibility to get this order implemented at the earliest.

In view of the refusal of the pay scale proposal by DoT, the further course of action was discussed among AIBSNLEA, AIGETOA and SNEA. The three associations have decided to launch immediate and hard trade union actions. United Forum of BSNL Executive Associations comprising AIBSNLEA, AIGETOA and SNEA served notice for organizational actions protesting against the inordinate delay in implementation of..
1. Standard pay scales of E2 and E3 for JTO, SDE and equivalent cadres
2. 30% superannuation benefit for BSNL Recruited Employees
3. Implementation of CPSU Cadre Hierarchy and first TBP

United Forum of AIGETOA & AIBSNLEA met PGMT , Kottayam and discussed about the problems faced by our members in ongoing transfer and posting in executive cadre, even without considering operational performance . PGMT made a patient hearing on the same and was very much appraised about the facts we put forth . PGMT assured that the cases will be dealt to the maximum extent possible , so that hardships of employees will be minimal.
We are hopeful towards the positive outcome from the discussion and assured our full hearted cooperation for making BSNL to reach new heights
We request all direct recruit employees (RM to DGMs) to analyse and understand the reality w.r.t Super Annuation Benefits/Pension benefits, post medical retirement benefits, seniority fixation while on service etc.. All our friends and colleagues requested to give unconditional support and unity to such efforts irrespective of any affiliation.
SDE LA case came for hearing at Hon.CAT EKM today. The seniority position of JTOs from an All India seniority list was need to be derived for LA arrangements. Case is posted to Thursday for further arguments.

After intervention of associations, Director HR has issued letter to the CGMs of the hard tenure circles for relieving the executives posted at tenure stations without waiting for substitutes. Director (HR) has also directed other CGMs that they should release the executives posted as Substitutes in these stations within 10 days of the issuance of orders and has also emphasised that no change will be entertained for extension, modification etc.
We appreciate the initiative taken by Director HR but we feel that unless until responsibility is fixed in such cases and penal action is initiated against the controlling officers for disobeying corporate orders, the system is not going to be set right.We shall be taking up this issue in our active consideration for fixing up the responsibility for disobeying the orders so that the whole system can be set right.
As discussed in the GS meeting with Director (HR), Pers Section Corporate office uploaded letter for calling volunteer for inter-circle transfer including hard tenure and other hard tenure circles in the coming SDE promotion through LDCE held on 21.06.2015.
AIGETOA CHQ submitted a factual representation on preparation of All India Seniority list in JTO Cadre for whole JTOs working and further submission of All India Eligibility List before High Court of Kerala for further clearance of DOPT case in JTO cadre.

Our circle team met CGMT Kerala along with AIBSNLEA(United Forum) . We putforth the following cases mainly.

3. Consideration in Rule-8 tranferee postings
CGMT heard our points, and agreed categorically to all the points. During the discussion itself, CGMT directed the concerned section to expedite the VC cases immediately and clear the missing cases. Further CGMT informed that, a letter will be given from Kerala circle seeking retention of LDCE qualified JTOs in Kerala circle itself.
Regarding Malappuram reliever issue, management informed that the cases will dealt according to the available incoming cases with priority.
Regarding Rule-8 transfer & postings also, it was agreed that, the contentions and grounds of the incoming JTOs will be given care to the extent possible.
