BSNL CPSU Policy :

At last BSNL management issues the much awaited CPSU policy after repeated pursuasion of AIGETOA. The policy however was supposed to be meritocratic and should have given weightage to qualification. But all such things appears to be beyond the scope of management for reasons best known to them . Any how still some breakthrough is there and we respect that. Kind Attention All Direct Recruits Executives - Only You Can Help Yourself

AIGETOA is the only platform to raise the voice of direct recruit executives but AIGETOA name alone cannot help you to get your rights. It is only you who can help yourself. We are very thankful that some persons have started raising the voice for the issues related to direct recruits however in view of the history; there is a dire need to brain storm the basic before joining hands with them.

  1. Standard pay scale of E2 to JTO/JAO: Pay scale of JTO/JAO should have been E2 from the inception of BSNL but same was downgraded to E1A to compensate for the pension contribution of absorbed JTO/JAO and the same was agreed by these so called messiahs. There is no hurdle to extend E2 pay scale to direct recruits JTO/JAO but striking for E2 pay scale to all JTO/JAO is nothing but just to create pressure to the management so that management may not extend the E2 pay scale to direct recruits. Professionally qualified direct recruits are entitled for even E3 pay scale from 01.01.2007 in lieu of upgradation of engineering graduate in Government of India and other CPSEs but the same has never been demanded for the reasons best known to them.

  2. 30% superannuation benefit: The recommendation of 30% defined contribution towards superannuation benefit in CPSEs is applicable to those who are not covered under defined benefit of government pension. Some persons are demanding the same for direct recruits through their websites but internally they are forcing the management to compare the CTC on contribution towards retirement benefit of direct recruits and absorbed executives.

  3. CPSE cadre hierarchy/no external MT, DGM: On one side, they are crying for implementation of CPSE cadre hierarchy in BSNL in respect of career progression of executives and other side they are forcing the management to degrade the bench mark and no weightage for qualification which is leading to unnecessary delay. Professionally qualified direct recruits JTO/JAO recruited through All India open competition is already MT who should have been the succession of top management in BSNL but these do not allow them to get their entitlement. They are forcing the management to put us below so that there can be scope for management to make another MT recruitment ignoring already recruited professional qualified JTO/JAO.

Executives cannot demand, in fact there cannot be any negotiation/bargaining in respect of pay, career and retirement benefit as these are finalized by Government of India through DPE. Executives can only force the management to implement the DPE orders/guidelines. All the three issues mentioned above are entitlement of Direct recruits executives in BSNL but it is demand for others. Some persons are trying to insert their individual demands in between our entitlements not to gain anything but just to create hurdles. It is really painful to see that some of the direct recruits are being part of creating hurdle on their own entitlements. This association appeals all the direct recruits to first analyze and then decide.

This association appeals to every direct recruit to please stand together on the platform of AIGETOA for your own cause. Don’t think that some of the direct recruits can enable you to get your entitlements. Don’t think that somebody will come to invite you. Some of the representatives are putting their day and night, blood and sweats. Support them who are fighting for your own cause by extending your hand before they get exhausted.

All DS and Circle Representatives are requested to go through the presentation submitted by AIGETOA to HLC and submit the same to your SSA/Circle head. DOPT case came for hearing today in Hon. CAT Ernakulam and it is posted for hearing on 24th March 2014. Stay continues.


AIGETOA Presentation to High Level Committee regarding Pay scale, Pay- Parity and Superannuation issue

On 27th Feb 2014, GS Shri Ravi Shil Verma along with President Shri R P Shahu, AGS Shri Amit Roy and VP Shri Mantosh Kumar met the members of the HLC for presenting the AIGETOAs submissions in regard to the Pay scale, Pay- Parity and Superannuation issue for the direct recruits. The meeting lasted for more than two hours where the association side elaborated on the detailed reasoning behind our submissions. The committee members were very receptive to the submissions and went through the presentation very patiently. The meeting was held in a very cordial environment and in a very interactive way. General Transfer Guidlines

Circle office have issued directions in connection with forth coming general transfers for

In connection with the same; members are requested to

1. Submit a volunteer request to mobile services by mentioning place of desired location of posting :- Those who requested Mobile services / change in mobile service locations

2. Ensure that the earlier old requests are forwarded from SSA head quarters to circle office invariably :- Those who requested inter SSA transfers /MS to SSA transfers

Along with a copy of earlier transfer request if any latest by 07-03-2014

All transfer applications / volunteer requests from executives who have already completed three years of service in a particular station should mention that “ the request is to be considered with interest of service as per BSNL corporate office guidelines with letter under reference “ ... HLC formed by BSNL Management - The Course of action to be followed by all the members

It is to be clarify that the members should not be confused about Higher Level Committee formed by BSNL management. This is just an step taken by BSNL management under pressure but without any commitment and can not be a reason to conclude. Moreover there are some more issues like Uniform Time Bound upgradation, CPSE Hierarchy, EPF Contribution for training period, Separate Recognition to AIGETOA and Enquiry on Mass and random Transfer posting on which there is no resolution so far. So this association has decided to intensify the agitational program.

Ultimately after the intervention of MOC on telephone, BSNL management has agreed to have a discussion on the issues on Monday for final resolution. After his request, all the five members who were sitting on hunger fast since last three days, ended the hunger fast by Director(HR) Shri. A.N Rai. But at the same time association has decided to continue our protest in the form of mass Dharna inside the premise of BSNL Corportate office till the resolution of all our issues, which has been agreed by BSNL Now, we are very near to resolution of our issues  hence all members are requested to reach BSNL CO by early morning of Monday ie. 17.02.2014 without fail.

Nobody shall attend the office till the resolution of our issues. So please keep the momentum going on.

AIGETOA Fight for Right

Indefinite Hunger Fast has started today under the leadership of Shri R.P. Shahu at Jantar Mantar New Delhi from 10:00 hrs. The following Direct Recruits are on indefinite Hunger Fast.

Yesterday (11th Feb) GS, President and AGS met CMD BSNL at around 17:30 hrs, Director (HR) and GM (SR) were also present in the meeting. The Meeting  lasted for around 2 hours and was held in a very amicable and logical manner. Mainly, Pay Scale issue of Direct Recruit JTO/JAO and Pay Parity issue of executives recruited after 01.01.2007 was discussed in detail. The association side presented the injustice meted to the Direct recruits in regard to the Pay Scale and Pay Parity with concrete documents and evidences. CMD and Director (HR)  were quite receptive and sympathetic to our convincing arguments on the pay scale issue. Meeting is expected to be continued today also for getting some resolutions.

A real fact about 30% Superannuation Benefit.

'..Superannuation.? What the heck it is.. I am more concerned about what do I get now.. '
Most of us had been made to think that way by BSNL. BSNL only pays the 18% of Basic + DA as superannuation benefits, instead of DPEs proposed 30%. In the final analysis, the 12% that BSNL doesn't pay makes a huge difference.

                                                                      What we have already Lost

A calculation of the benefits we have lost till 31.12.2013 because of BSNL refusing to give us the 30% Superannuation Benefits, which had been made mandatory for CPSUs according to the Department of Public Enterprises, 2nd Pay Revision Commission.

      You should know that according to Govt rules any Company in India should ensure Basic, DA and Superannuation benefits to all employees before giving additional perks like TA etc. But in BSNL a section of the Employees (DoT Absorbees) have been accorded full benefits (Basic, DA, TA, Pension
..etc) while another section's (Direct Recruits) benefits are cut (only 18% superannuation benefits instead of 30%), citing financial burden to BSNL. So we Direct Recruits are supposed to be content with the Rs.3250/- EPF Pension that would be given to us after 30 years of service.


     This means that the Cost to Company for a Direct Recruit in the present condition is much lower than that of his DoT Absorbee counterpart. So we are a kind of second class workers in BSNL, working for much lower wages for the same job as compared to our DoT Absorbee counterparts, because of BSNL not having implemented the DPE 2nd PRC in full. The money we have already lost till NOW would have easily yielded us monthly interest amount of Rs.6500/- by the time of retirement (twice the pension amount we are going to receive after 30 years of service).


     Friends its time to take tough decisions. The time to act is NOW. Nothing can be done about what we have already lost. But if we don't act now then we have no one but ourselves to blame for our fate.
