Our CS & team met circle administration for representing our submission on Implementation of Term Life Insurance for BSNL recruited employees, who are not covered with any statutory pension or defined medical benefits schemes. AIGETOA CHQ had taken this matter much earlier with Corporate office in the year 2016 itself ( click here for the CHQ letter submitted on 27/6/2016 with Director HR) and the modalities need to get from Corporate office till now. Meantime, MP circle successfully facilitated and implemented the scheme for the interested employees at MP, with contribution from group of employees in agreement with LIC.
In the similar lines we also submitted our representation to start the Group term insurance in Kerala Circle also, for the betterment of BSNL recruits who are deprived of much portion of the legitimate super annuation benefits from date of joining .

Our team discussed about the delay in due TBP processing , where this time main beneficiaries are BSNL recruits. Even though all the SSAs sent the DPC documents, it is learnt that many SSAs sent the same without due VCs. Now circle office team on the process of completion of VC formality. We requested to issue the orders for those SSAs whose formalities are completed and remaining may expedite at the earliest.

AIGETOA is in receipt of the Affidavit filed by Secretary DoT in Hon. CAT Chandigarh wherein it has been stated that E1A scale was not for BSNL recruited Executives and they should have been given E1 scale while the PO issued by DoT in the year 2003 states that the replacement scale of Rs. 6500/- for BSNL recruited JTOs will be as per the presidential orders dated 28.07.2003.
We shall be submitting our reply to the affidavit wherein we shall be presenting the facts before honorable court to counter the arguments put forward by DoT. We would like to clarify that E2 pay scales for the JTO Cadre and E3 Pay Scale for SDE cadre is our right and AIGETOA is fully determined to take this issue to its logical conclusion and we are not going to rest till we achieve our rightful due for the Whole BSNL Recruited Cadre. We have already taken up the matter of making E2 Scale for the JTO in JTO RR case filed by AIGETOA which if won is going to pave the way for introduction of E2 Scale in JTO RRs.
From the Reply of DoT, it is clearly evident that path is very tough and at this juncture, the need is to remain united and extend cooperation to each other if we are really interested in resolving the long pending HR issues of BSNL recruits, we will have to move united and speak in a single voice.

AIGETOA Circle team took the matter concerns of DR-JTO-2017 viz
Pending training period stipend - Especially those DR-JTO-2017 ,who came from outside RTTCs. Kerala Circle being the Parent recruiting circle for these DR JTOs recruited for Kerala, the responsibility lies with Kerala administration also to take up the matter with various RTTCs to speed-up the stipend payment .
Creation of EPF account for newly recruited JTOs and extension of the benefit of EPF coverage for pre-appointment training period
As per corporate office directions, the EPF need to be deposited by the training centers for the directly recruited employees under pre-appointment training. Hence necessary action need to be initiated in accordance with the instructions, with Trivandrum EPFO & concerned RTTCs to arrange to deposit the EPF on the stipend paid to the directly recruited employees during pre-appointment training.
The interim direction with regard to CPSU draft proposal in connection with LDCE qualified candidates postings - came for hearing at Hon. CAT, Ernakulam today. It is learned that, Hon. Court after hearing the plea from LDCE applicants made the directions to respondents :
The Board can consider/take a decision in the scheme which is now in proposed stage only. But at the same time, the respondents are directed not to act upon any such approval of draft and the same (if any) will under 10 days scanner, after publishing the same in BSNL website. The case is listed on 14/2/2018.
We sincerely hope that management will take care of the considerations of the LDCE passed / DPC aspirants in existing vacancies, failing which it will be difficult to get the proposal in execution mode and that will be the last thing any body would want.
It is observed that nowadays - there is huge delay in receiving CREATE PDP CONTEXT RESPONSE msg from GGSN, more complaints are being received from field units regarding speed and customers complaints mainly regarding delay in getting access to data service.
To improve data network we have recently installed and tested two high capacity ZTE RNCs (one at Kannur and another at TVM) and reparenting of some Node Bs from other nearby RNCs are also planned. But as per the present situation at GGSN we are not going to benefit any speed improvement or better user experience even after rearranging NodeBs to new high capacity RNCs. W.r.t information available from GGSN team status at GGSN – it is learnt that there is choking at GGSN, Processor overload in GSU cards observedthroughout the day , license reached alarm also exists.
There was a discussion by ZTE Team with BSNL CO for changing the configuration to N+1 for reducing load on existing GSU cards. M/s ZTE had already given proposal to Corporate Office Six months back. No new hardware required, only licence enhancement and configuration changes in GGSN/SGSN is needed and this licence enhancement will benefit all SZ circles.

The case with regard LDCE-15 early posting under existing RRs before any new policy implementation has been heard today at Hon. CAT Ernakulum.
Strong opposition against the case came from Respondents side (Management) and from one association represented by its CP along with members through Sr. Advocates. LDCE Side Applicants fielded Senior Advocate in dealing their case. It is learnt that one more impleading has also come from Direct Recruit JTOs who are applicant of 1:1 seniority case at Hon. High Court , Ernakulam.
Next hearing is posted to 17-01-2018.
As agreed and through consistent efforts of our association, the SAB order issued for 5% . The Increase in the existing rate of employer's contribution towards Superannuation pension scheme in respect of directly recruited employees of BSNL from 3% to 5% of basic pay plus DA per month w.e.f. 01.04.2017.
All BRs should realise that the fight and struggle for achieving 30% SAB from date of joining in still due. As per BSNL actuarial calculation the defined contribution for PRMB ( 3.5% ) and pension Scheme ( 5% ) still pending.

We took the matter of immediate change of two popular marketing schemes ( CFA - LL free call timing change & CM - Validity reduction of Plan Kerala ) with CGMTO, BSNL, Kerala. In addition it is learnt that, there is a reduction in DSA commission.These type of changes can become counter productive, in this cut throat competition era.

It is learnt that the SDE early promotion order case filed by LDCE -2015 cleared applicants came for hearing on 03-01-2018 at Hon CAT Ernakulam. The request for early SDE promotion orders were requested by AIGETOA many times with Management with a plea to execute pending promotions orders in existing RRs.
It was also learnt that one association have filed against the LDCE passed applicants plea and indirectly justifying management stand for delay on SDE promotion with whatever be the reasons projected. The submission from neither the management, nor the new parties shown any consideration to the genuine right / benefit loss to the SDE promotion awaiting executives for many years.
CPSU draft proposal was approved by Management committee and awaits BSNL board approval. Till now there is no concrete sign shown about the issue of pending LDCE / DPC Promotion to SDE or finalisation of seniority in JTO Cader. Moreover the backdated Year of Rect ( JTO ) is kept as such same in the new CPSU proposal to continue the woes faced by BSNL DR JTOs in getting 1:1 seniority. The seniority clause and other lacunae which we had pointed earlier also yet to be consideredr by management.

Our Circle Secretary Sri. Saheer S along with ACS Sri. Prasadraj RV, DS TVM Sri. Sekhar S Nair, DP TVM Sri. Madhumohan H met CGMT Kerala Dr. P T Mathew ITS today. From Management side GM (HR & Admin) Sri.Robin Poddar, DGM HR Sri.James Sagayaraj also were present.
At the very first outset, on behalf of AIGETOA Kerala We whole heartedly conveyed our New Year Wishes to CGMT & entire BSNL employees and their family. We all moved to 2018 with lot of positive hopes with regard to BSNL its revenue & operations and employee concerns which need to be build in a strong base of motivation & unity.
We had detailed discussions over
Pending Time Bound (E3-E4) & First TBP in 4 years CGMT agreed to release the pending orders at the earliest and instructions given to HR section accordingly. Some SSAs still pending for completing formalities which will be followed up from Circle office and orders will be issued. The first TBP in Four years report also will be submitted to corporate office soon. The indifferent attitude towards BSNL recruits were detailed and the same is conveyed in true spirit. Administration agreed to take precautionary measures in future accordingly.
We requested CGMT to kindly consider the posting/ allotment of new DRJTOs -2017, be done with preference BA requests as many JTO vacancies are available in all SSAs across Kerala. In the new JTO batches many outside state executives are allotted in Kerala including lady executives and they may be given posting places with a transparent procedure. Administration informed that the posting will be done without much discomfort to new joinees.
EPF full pension of BSNL recruits was detailed along with Hon Court directions. CGMT informed necessary followup will be initiated from HR section as and when EPFO agrees to take the options. Option from SSAs, date also will be extended to help the executives who missed for submission.
In addition to the above , the Operational issues also discussed like Blackout day decision, LL free calling time change etc. CGMT expressed the difficulty in over coming Corporate office instructions. The blackout day decision cant changed for a single state (within a zone) and the matter will be taken up accordingly. The decision on LL free call timing change also made in the same line from corporate office without consideration on customer retention. The FTTH penetration and OLT purchase also discussed for meeting the operational requirement
We suggested on charging for solutions rather than for bandwidth alone for enterprise internet requirement citing various examples.
We have to go for total EB soultions within the framework of BSNL and we agreed to give briefing on technical details on request.
We are hopeful to get a positive concern on matters which require immediate attention related with executives in BSNL with favourable results.
