As against reporting by Some, AIGETOA has submitted vacancy calculations and number of posts required to promote executives in various cadres.
For promotion up to 2010, sufficient posts are available and only current vacancies as on date to be included. More number of posts can be created as sufficient posts are obsolete in JTO Cadre. This will cover all eligible DRs as well as PRs for promotion. Ending the litigations and court cases in promotions. Promoting DR JTOs to SDEs will eliminate the risk for contempt of court.
For List 9, complete 5000 to be included, as LDCE and SCF to be included in ratio 2:1. List 9 is not yet finalised and this need to be done after making corrections. The proposal of amendment of SDE RR with 2:1 from retrospective date was already approved by management committee. Any list in the cadre of SDEs going to be finalised now need to be done in 2:1 ratio as approved by MC of BSNL Board i.e. They should be amalgamated at Par with LDCE executives of corresponding vacancy year in the ratio 2:1. Eligible SDEs who are in E4 Scale with same vacancy years should be considered by giving relaxation in Residency Period for AGM promotion if required and this will be in line with the SDR RR in force. The promotion should be done through amalgamated list containing SCF as well as LDCE promoted executives.
Total number of AGMs Shall be around 9900 after inclusion of List 8 which is inline with what was envisaged through CPSU. In CPSU, All list 8 executives except around 1500 were eligible for promotion on 01.07.2018. IF CCH would have been approved from 1st July 2018, around 8500 AGMs would have been there. Promoting List 8 candidates will enable young candidates with age around 40 at AGM level posts which will end up the void at Middle Level Management. Only 1500 executives are to be promoted extra which can be duly compensated as around 800-900 AGMs are going to retire in next 9-10 months. Further executing list 8 fully will cover the hon'ble court direction with regard to catch up rule also. It will end the Catch Up rule dispute.
Includes JAOs appointed in 2003-04. The promotion is under challenge by those appointed in 2003-4 and there is stay because of catch up rule. If all up to 2003-4 be considered, Dispute will be resolved. Further with promotion of 2003-04 JAOs, talented and professionally qualified CAOs will take charge who have been mainly maintaining the Finance related works at circles.

Almost every day AIGETOA was following the progress and completion works of Circle list. We were given through assurance that everything is going good and almost complted. On Monday 23/7/18 we were informed that only approval for sending the list is pending and this will ready by Wednesday.
Meantime some counterparts also behaved to make some followups suddenly and now to our dismay, a list of 60+ executives details yet to update. This is a clear disobeyance of corporate office directions and change of commitments to us.
Anyway on warfooting we are trying to complete the work by today and requested early intervention from CHQ for this deliberate delay due to the internal tactics from some corners.
AIGETOA Kerala raised some important issues related with FTTH Roll-out /Provisions and Maintenance with CGMT, BSNL Kerala Circle.
Click here for the letter submitted. The lethargic approach in the period of cutthroat competition already made heavy revenue loss in Kerala Circle, in last year. We are of the firm view that the proactive approach in true spirit will surely will improve the profit ways in Kerala Circle
AIGETOA was called today by GM (Pers) to present its view on the issue of parity in promotions. We categorically mentioned that as far as practicable there should be parity in promotions in all the streams. However, this parity in promotions should not be used as tool to delay the promotions of other stream.
On the issue of promotions from JTO to SDE, AIGETOA categorically mentioned that all available vacancies as on date should be filled up for all the eligible candidates. All the vacancies including those arisen due to recent SDE to DE Promotions should also be included so that maximum available candidates can be promoted. If needed, some posts can be upgraded.
SDE to DE promotions: Complete list 8 should be covered. Partial List is not at all acceptable. For list 9, consideration should be based on Rota Quota between SCF and LDCE candidates. The list 9 should immediately be prepared in line with the SDE RR in the ratio of 2:1 between SCF and LDCE candidates.
Relaxation should be given in Residency Period to cover maximum candidates for both the Technical as well as Finance stream to compensate for the loss due to delay in promotions from JAO to AO and JTO to SDE. Focus of management should be on making maximum young candidates as AGM so that void in middle level management can be done away with.
Shortfall in posts should be covered by surrendering the obsolete posts across various cadres so that more posts can be created on matching saving basis.
Further, CPSU should only be implemented after completing the current DPCs and promoting all eligible candidates. Further, in the proposed policy, Residency Period should be reduced to eliminate the probability of litigations and to ensure a fast career path for youngsters.
AIGETOA was categorical in stating that promotions through DPCs for filling up all the available posts should be done to avoid financial loss as well as uncertainty in promotions, then only CPSU should be implemented.
On asked about the course of action from management side, GM PERS told that they shall be taking a decision within next two days and the same shall be communicated. In the meanwhile, it is learnt that one of the Association is trying to exercise all its might and bargaining power to push management to notify CPSU. However, AIGETOA is firm in its view that existing posts should be filled up first before implementing CPSU. AIGETOA will take all efforts to extend the promotions to BSNL recruits and is ready to follow all actions.
GS also discussed the issue of request transfer cases of SDEs promoted recently through LDCE. GS said that when management itself has called for options for request transfer as a part of promotion exercise and all the requests have already been forwarded through proper channel, then asking the request once again through proper channel is not justified. GS requested to consider all the requests as they are very few in numbers. GM Pers agreed to reconsider based on the merit of the individual cases. We shall keep following this till it happens.

PGMT & management appreciated our points and assured to get the things done in a timely manner. AIGETOA also offered to handover and install 50 LED bulbs to BSNL Bhavan Ernakulam as a goodwill and power saving measure.
It is reliably learnt that a caveat was filed by the BSNL Recruit JTOs at Hon Supreme Court for 1:1 judgement by Hon HC Kerala.This may help in defending the sinister designs by some corners to stall the ongoing promotion works / the contempt petition effects.

Early expedition of AIEL of JTOs till 2008 YOR.Administration agreed to the same and informed us that, the matter will be reminded with SSAs and details will be sent to corporate office well within time
Further we have discussed for the early processing of pending transfer requests, which were not considered earlier for want of completion of two year criteria. The cases will Be taken care with merit and expect a positive outcome soon

The meeting discussion went with major cader concerns of BSNL recruits.

To the total dismay of BSNL Recruit JTOs, all on a sudden, some sections invented that some clarity lag on seniority fixation or rather creating purposeful ambiguity to delay the entire process. The move was unfortunate at the same time irrational and against thousands of BSNL recruits ( DR JTOs and LICE JTOs ) who aspire to get their claim on SCF promotions. Hon Court directed on the clarity of interpolation of excess Promotees who occupied JTO vacancies in excess of PR Quota w.r.t direct recruit JTOs, which in turn mutually beneficial to DR JTOs and BR LICE JTOs in the equal line.
We request to those who create confusions, to have a thorough reading and interpretation of judgement, failing which we can help them out. The blockade of career progression / promotions of BSNL recruits which have been happening for years should not go any forward. We can understand the desperation, as JTO to SDE DPCs & List 8 DPCs are on the go where majority (more than 90%) clearance would be BSNL recruits.
The same tactics was used for the pay parity issue taken for post 2007/08 batches. Despite knowing the fact after JTO RR-14 (which they themselves agreed to E1 scale) joinees will be eligible for E2 scale to the maximum , the management�s move for anomaly fixation was derailed by quoting the whole lot and in turn nothing happened till now. AIGETOA is into legal fight for pay anomaly correction & standard pay scales from that time. We are very much sure, with active and pragmatic support from all, we will be able to clinch this issue also.
The same tactics were, when BRs were to get SAB from at least w.e.f 1-1-2007, quoting financial implications and it took much time to recoup the starting point for BSNL recruits towards pending Superannuation benefits. AIGETOA is into legal fight for pending SAB & Medical benefits for BSNL recruits from that time.
Now again touching the career aspirations of BSNL recruits, in a time - where all the seniors enjoyed the promotions, unnecessary confusion is totally unwarranted . AIGETOA is not against any promotions at the same time we will fight it out to the maximum extent against any move to derail the career progression of BSNL recruits. ENOUGH is ENOUGH and hope that the point is clear. The act which squarely affect industrial harmony may not be resorted into by any manner. We once again hope that the targeted intentions will be changed to pragmatic way and good sense will prevail.

The contempt petition on 1:1 Seniority case , was heard in detail at Hon.CAT , Ernkulam today. Hon Court Observed that the directions were not complied by BSNL and reminded that Court has the power to call personal appearance of respondents viz CMD & GM ( Pers).
Now Hon Court directed BSNL to file the affidavit on the request from Sr Counsel, from BSNL. Next hearing posted to 10/07/2018
