AIGETOA Kerala Engages in Discussions with CGMT on Proposed 3-Tier Restructuring

AIGETOA Kerala was invited for a key meeting with the respected Chief General Manager Telecom, BSNL Kerala Circle, Sri Saji Kumar Sir, to deliberate further on the proposed restructuring of work profiles under the 3-Tier system. The meeting was scheduled based on our association’s convenience to ensure physical presence and effective participation.


AIGETOA had attended a meeting  held on 12.06.2025 as per the request from Circle Management , where Sr. GM HR/Admin, O/o CGMT BSNL Kerala  had shared preliminary inputs and actively sought feedback from AIGETOA Kerala on the restructuring proposal.

From the management side, CGMT  Sri. R Saji Kumar Sir ITS and Sr. GM (HR/Admin) Sri. R Sathesh Sir participated in the detailed discussions.


From association side , the following were present

AIGETOA Kerala clearly conveyed the apprehensions and concerns received from various districts regarding the proposed restructuring. We firmly reiterated that any implementation must strictly align with existing rules and guidelines issued by the BSNL Corporate Office.


We expressed our unwavering support for initiatives that benefit employees and the organization. At the same time, we assured that any deviations or issues impacting employee welfare will be immediately brought to the management’s attention for corrective action.


CGMT elaborated on the intent behind the restructuring, clarifying that it is aimed at improving productivity and streamlining the reporting hierarchy, utilizing the existing workforce efficiently. The following key points were assured:


No hardships will be caused to any working employee as a result of the restructuring.

Uniform implementation will be ensured across the Circle, considering the BA count with AGM+ and DGM(LA) wherever available (below or above 20 cases).

Leave mapping will be done only to the next higher Tier.

IPMS/APAR reporting will be structured methodically in coordination with the Corporate Office.

 


Suggestions by AIGETOA Kerala


We strongly insisted that the restructuring should not hamper promotional prospects in any manner. In fact, promotional vacancies should be increased appropriately at each level.

CGMT clarified that the 3-Tier structure is solely intended for functional cluster-level coordination and will not interfere with promotional hierarchies.

We suggested for clearly defined Standard Operating Procedures (SOPs) and well-defined role bifurcations for each Tier, which CGMT assured will be provided.


Additional Concerns Raised


The urgent need for maintenance of rooms and washrooms at RTTC Thiruvananthapuram was brought up. Similarly the issue of roof leaking and water seepage at Omcr Panampilly Nagar was also discussed. CGMT gave an immediate assurance of necessary action.


Other pending matters requiring CGMT’s intervention were also highlighted. The CGMT gave a patient hearing and assured resolution.

AIGETOA Kerala appreciates the positive, open-minded approach taken by CGMT and Sr. GM (HR/Admin) in addressing the concerns raised. The meeting, which lasted nearly an hour, was conducted in a constructive and collaborative atmosphere , showcasing mutual respect and commitment to organizational improvement. We remain committed to safeguarding the interests of employees and will continue to be a proactive stakeholder in all key policy discussions that shape the future of BSNL.
